MNCPA submits comment on licensure framework, UAA proposals

The Minnesota Society of CPAs has submitted comments on a proposed CPA competency-based experience pathway framework and new language for the Uniform Accountancy Act (UAA).

The framework, a joint proposal from NASBA and the AICPA, would add a pathway to CPA licensure with a bachelor’s degree plus one year of competency-based experience plus one year of traditional experience. This solution moves closer to the MNCPA solution, allowing licensure with a bachelor’s degree and two years of experience. Competency-based experience adds additional administrative overhead, while two years of general experience is a simple solution that can be implemented with existing systems.

The proposed UAA amendment is model language for state boards of accountancy to use as a guide in modifying state statutes and rules to add the competency-based pathway. The UAA is not a standard. Individual boards of accountancy use the UAA as a framework in drafting the state statutes and rules. The UAA also addresses mobility, a barrier to making licensure changes. The MNCPA supports automatic mobility as it makes mobility less vulnerable to disruption. The proposed UAA amendments do not include automatic mobility. Four states have had automatic mobility for many years so it is a proven solution.

In two detailed letters, the MNCPA stated it does not support either effort as presented.

Both efforts come as more than one-third of states are in various stages of drafting legislation to modify education and experience requirements for licensure, allow automatic mobility or both.

The comment period on the exposure draft for the proposed framework closes Dec. 6 and the comment period for the UAA changes closes Dec. 30. We encourage MNCPA members to share their feedback on these two critical proposals.
