CPA licensure, mobility exposure draft open for comments

This week, the AICPA and NASBA released a Uniform Accountancy (UAA)
exposure draft.
The new proposal is a significant development. The AICPA and NASBA both
now support broadening the pathways to CPA licensure and modernizing practice mobility; mobility was previously seen as a barrier to making licensing changes.
Last fall, the AICPA and NASBA released their first UAA exposure draft concerning pathways that proposed a competency framework. The
submitted comments were made public and it was clear there was very little support for the 2024 proposal to be adopted. The profession was listened to and a new exposure draft was issued March 4, 2025.
It is time to celebrate.
The profession is united behind broadening the pathways to CPA licensure, but it didn’t happen overnight. The MNCPA
stepped forward in 2023 — the first in the nation — introducing legislation to add additional pathways. At that time, it was a bold move; it was a surprise to some, praised by many, and criticized by others.
In 2025, we’ve seen a dramatic shift in support among states. Twenty-one states have introduced legislation (or are making rule changes) to add the option to use a bachelor’s degree plus two years of experience as a pathway to licensure. Many more states are working on legislation to enact similar changes. You can track the

The MNCPA supports the new proposed changes to the UAA, which reflect what is in our licensure bills. The MNCPA plans to comment in support of these proposed changes and encourage members to review the proposal and
submit comments. The comment deadline is May 3, 2025.
